Applicable sponsor requirements and guidelines may often be found in a general guide provided by the sponsor in addition to the Funding Opportunity Announcement (FOA). RA and PI should review both the FOA and general guide (along with any information provided within the sponsor’s submission portal) when preparing and reviewing the proposal checklist and proposal materials.
Typically, if there is a contradiction, the FOA takes precedence – as any program specific requirements will trump the sponsor’s general guidelines. For example, an NIH FOA may require submission of a ‘Plan for Enhancing Diverse Perspectives (PEDP)’ or another specific, unique document which may not be referenced in the general NIH Application Guide. In this example, the “extra” document must be submitted even though it is not generally required by NIH.
