New NASA Grant and Cooperative Agreement Manual, Biosketch and CPS

The National Aeronautics and Space Administration’s (NASA) has released NASA Grant and Cooperative Agreement Manual – October 2024, which consolidates the Grant and Cooperative Agreement Manual (GCAM) and the Proposer’s Guide. NASA’s related Grant Notice (GN 24-01) implements updated Biographical Sketch and Current and Pending (Other) Support policies. Updated disclosure requirements apply to new grant and cooperative agreements awards and funded amendments issued on or after October 1, 2024.

NASA has posted the following forms on its Grants Policy and Compliance website:

  • Biosketch Form and Current and Pending Support (CPS) Form
    • Pre-Award:
      • Each senior/key person is responsible preparing, signing, and submitting a a biographical sketch form and a current and pending (other) support form as part of their proposal.
        • ASU Note: the lead financial unit must maintain a copy of the original digitally signed biosketch and CPS forms, (digital signature cryptographic data is not viewable to NASA once submitted through their system).
      • There is no page limits for NASA biosketch and CPS forms.
      • All data elements marked as required must be completed.
    • Post-Award:
      • After award, if there are new disclosures, senior/key persons must prepare, certify, and submit a revised disclosure form, or updated Facilities, Equipment, and Other Resources (F&E) information, with the first RPPR.
        • Senior/key persons shall indicate that a new activity has been disclosed in the “Participants & Other Collaborating Organizations” section of the RPPR.
        • Note: ASU investigators must also ensure that their MyDisclosures profile in ERA has been updated with any new disclosures. Also note that disclosure in ASU’s MyDisclosures module alone does not satisfy sponsor disclosure requirements.

  • NASA Pre-Award and Post-Award Disclosure Requirements
    • This resource provides reference information regarding pre-award and post-award disclosures. NASA is proposing a unique definition for Senior/key persons as all Principal Investigators (PIs), all co-Principal Investigators (CoPIs), and co-Investigators (Co-Is) proposing to spend 10 percent or more of their time in any given year on a NASA-funded grant or cooperative agreement.
