Updated: New Research Compliance Website Resources – Controlled Unclassified Information (CUI) and Foreign Talent Recruitment Programs (FTRP) and new RSP 215 Malign Foreign Talent Recruitment Programs

11/25/2025 – The evening of Monday, November 25th, ERA will be updated to include new language on the COI Disclosure Profile and Proposal Department Reviews that include information regarding malign foreign talent recruitment programs.

  • An addition to MyDisclosures COI attestation to certify at time of disclosure profile update they are not a party to a malign foreign talent recruitment program. 
  • An addition to Grants Proposal certification to certify at the time of proposal submission they are not a party to a malign foreign talent recruitment program.

Please review the guidelines regarding Foreign Talent Recruitment Programs under “Additional Research Security Information” on the Research Compliance webpage. This resource can also be sent to your faculty for their awareness.

11/13/24 – Two new pages have been added to the ASU Research Compliance website in the Research Security/Export Compliance area. The new Controlled Unclassified Information (CUI) webpage provides essential information on controlled unclassified information (CUI) that is received or generated in the conduct of federal government-sponsored research. Definitions, safeguarding information, training information, regulatory resources, contact information for assistance, and questions on CUI for sponsored research are included.

The new Foreign Talent Recruitment Programs (FTRP) webpage provides information on identifying and disclosing foreign talent recruitment programs and certifying to the federal government that one is not a party to a malign foreign talent recruitment program (MFTRP). 

In addition to the new FTRP webpage, Research Sponsored Projects (RSP) 215: Foreign Malign Talent Programs has been posted. RSP215 states that participation in a Malign Foreign Talent Recruitment Program is prohibited under federal law and University policy. The policy also outlines awareness, disclosure and reporting, engagement and collaboration, protection of information, travel and interaction, and compliance and enforcement activities with respect to collaborations or interactions with foreign entities.
