Off-Campus F&A Rate

To qualify for ASU’s off-campus F&A rate, a sponsored project must demonstrate that at least 75% of budgeted ASU personnel time will be spent working at a location considered a non-ASU facility*.

If the project budget includes rent for non-ASU facilities, then the sponsored project need only demonstrate that at least 50% of budgeted ASU personnel time will be spent working at the rented facility.

If no personnel effort is budgeted for a proposed project, the off-campus F&A rate is only applicable if all ASU work on the project will be conducted off-campus (i.e, at a location not considered to be an ASU facility).

To determine if a location is considered an ASU facility, please search the Campus Data Sheet: Facility breakdown for all things maroon and gold. You can search by building name or address using the Ctrl+F shortcut.

An Off-Campus Rate Calculator is available on the ResearchAdmin Forms & Templates page to help determine whether a project is eligible for the off-campus rate. Use of this tool is highly recommended. If/when a Proposal Grant + Contract Officer asks for documentation to show that the project qualifies for the off-campus rate, the Off-Campus Rate Calculator is the preferred format and streamlines review.

*Please note:

– Conferences, short-term collaboration travel, or working remotely (e.g. from a home office) are not sufficient reasons to use the off-campus rate.

– Activities performed by external collaborators (including subrecipients and other partners) do not factor in to the on-/off-campus eligibility.
